The second candidate is Commander Shepard, whose outing of Saren as a renegade Spectre results in their induction into the Spectre ranks. After Saren submitted his report, the Council refused Anderson entry into the Spectres. The first possible candidate was David Anderson, but his observer, Saren Arterius, sabotaged the evaluation, falsifying his report to make Anderson look responsible for casualties caused by Saren's own ruthless tactics during the mission. Many alien races have been part of the Citadel for centuries without a Spectre being chosen from their ranks.Īmbassador Anita Goyle and later her successor Donnel Udina were both desperate to get a human into the Spectres, as this would be the first step toward humanity gaining a seat on the Council. Having a Spectre chosen from their kind often raises a particular species' profile on the Citadel. In theory Spectres can be chosen from any race in practice they are usually selected from the Council races. Each Spectre is hand-picked by the Council after proving that they are an individual of exceptional ability and self-reliance. It is not even clear how many there are: Alliance intelligence estimates that there are fewer than a hundred. ![]() A rogue Spectre will have their status revoked, losing access to all resources and information that the Council can provide.All records of the Spectres are sealed and only granted access with permission of the Council. A good example of this is Commander Shepard being appointed to the rank of Spectre to hunt down Saren Arterius. In the event a Spectre does go rogue, another Spectre is sent to dispatch the rogue agent, since no one else can handle a Spectre's firepower, skills and operational freedom. ![]() There is some fear that Spectres will take advantage of their unique status and go rogue for selfish reasons, but this is rare. To make this job easier, Spectres are not held to any law or military order. They don't decide the what, but they can decide the how. Spectres are told what their mission is, but the exact mission parameters may be improvised to suit the Spectre's own preferences and abilities. Otherwise, Spectres keep to themselves.Īs for how they carry out a mission, this is also left up to the individual. ![]() Commander Shepard, the first human Spectre, is unusual in that they are also a part of the Alliance military and operates as a soldier. As a Councilor put it, Spectres are chosen, not trained.Įach Spectre is also an independent operative who answers to the Council alone and receives missions from the Councilors. Instead, the Council may choose a well-trained and experienced individual and offer them the chance to become a Spectre. In fact, they exist outside of any military or police force, and they're not even a part of C-Sec or the Turian fleet. No one is promoted to Spectre, nor does a Spectre get promoted. The model for the Spectres is the STG, or Special Tasks Group a unit of high-level Salarian operatives who are outside the law and exist outside the regular chain of command.
